The clip you just watched is a cultural program by japanese school girls which held in Japan inconjuction of Deepavalli festival.They dancing for Tamil song..Its quite weird but since Rajinikanth's(Tamil's Superstar actor) movies ploted successfully in Japan a decade ago, Japanese began craze to watch/listen Tamil movies.Aftermath,its brought them to adopt Tamilian cum Indian culture.Hmm.No bad,they choreograph the dance quite excelent!
